FDA Announces Public Workshop on E-Cigarettes and Webinar on Tobacco Product Advertising Requirements

A Public Workshop on Electronic Cigarettes and the Public Health

Today, FDA is announcing a public workshop series, the purpose of which is to gather scientific information and stimulate discussion about electronic cigarettes (e-cigarettes) and the public health. The workshops will include presentations and panel discussions about the current state of the science. The first e-cigarette workshop will be held December 10-11 and will focus on product science, packaging, labeling of product components and ingredients, and environmental impacts. FDA intends to follow this workshop with two additional e-cigarette workshops, with one on individual health effects and one on population health effects.

FDA believes it is important to gather scientific information from individuals with a broad range of perspectives on technical topics to be discussed at the workshop. Persons interested in being a panelist, presenting, attending, or watching the live webcast must register online or in writing. Additionally, at the start of this first workshop in the series, FDA will announce via a FR notice the establishment of a docket for submission of written comments about the topics the workshop will address.

Compliance Training and Education Webinar on Other Media Notifications

FDA will hold a compliance training and education webinar on September 23rd at 2 p.m. EST on tobacco product advertising requirements concerning other media. Manufacturers, retailers, distributors, and importers are allowed to distribute cigarette or smokeless tobacco product advertising or labeling, without prior notification, in newspapers; magazines; periodicals or other publications; on billboards, posters, and placards; in nonpoint-of-sale promotional materials (including direct mail); point-of-sale promotional material; and audio or video formats delivered at a point-of-sale. If manufacturers, retailers, distributors, or importers wish to advertise in a medium not listed, they must notify the FDA 30 days in advance. The webinar aims to explain the requirements of this notification process for other media, including the legal authority and required content.
